Procedure for payment of Tax Free to Russian citizens
Please be informed that due to European Union Council Regulation (EU) 2022/428 of 15 March 2022 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine the procedure for refunding Tax Free form changing. Lithuanian and international Tax Free forma are not serviceable according to the Article 3h of the EU Council regulation:
Regulation:
1. It shall be prohibited to sell, supply, transfer or export, directly or indirectly, luxury good as listed in Annex XVIII, to any natural or legal person, entity or body in Russia or for use in Russia.
2. The prohibition referred to in paragraph 1 shall apply to luxury goods listed in Annex XVIII insofar as their value exceeds EUR 300 per item unless otherwise specified in the Annex.
List of luxury goods referred in to article 3h is described under Annex XVIII namely:
perfumes, toilet waters and cosmetics, including beauty and make-up products;
Leather, saddlery and travel goods, handbags and similar articles;
coats, or other garments, clothing accessories and shoes (regardless of their material);
carpets, rugs and tapestries, hand-made or not;
pearls, precious and semi-precious stones, articles of pearls, jewellery, gold or silversmith articles.
Important note, that the restriction of 300 EUR applies to a single item and not the total purchase. This regulation includes both card refunds and cash refunds.
